Can I use Godiag GD801 ODOMaster to read data from Ford Ranger NEC R7F701405 Spansion and change mileage with data of it?

Yes. Ford Ranger/Raptor/F150 2019/2020 micro R7F701405 no longer uses eeprom. This type of cluster has no eeprom. It’s MCU renesas.
Both Godiag GD801 key programmer and Odomaster can read and write kilometer for 2020 Ford VDO R7F701405 via OBD. They also can support other ranger models as below.

Simple guide to change mileage by GD801 ODOMaster:
Connect Godiag Odomaster to the vehicle’s OBD2 port via the main cable
Turn on GD801 tablet and enter “Diag Program” function
Select CLUSTER CALIBRATE>> FORD/LINCOLN>> RANGER>> VDO R7F701405 (2020) >> Mileage Calibration
Then follow the on-screen instruction to operate.
